I am new Permanant Resident in canada (landed on March 03) , after getting my PRC I left back to my country .two days back I lost my PRC ,SIN , Health card , driver licence at Paris airport (I have police report).Currently I am outside canada (at AbuDhabi UAE ) 1-Haw can I report the lost card from outside . 2-Do I have to apply in person for cards replacment or by mail. 3-DO I have to receive my PRC in person or by mail . 4-How long does it take to receive replacment of PRC . 5-If I personaly go and apply , then came back , can I go again after Dec 31,2003 to collect my PRC .

The police report will help you a lot
You can apply for PRC ,SIN and Healthcard only when you are back in canada . If you still have a landed immigrant paper , you might be able to fly to canada before jan 03. If you have a problem flying to canada , contact the nearest Canadian consulate for a Travel doc.

This article provides information about your Health Card, SIN Card, Driver's Licence, PR Card, Citizenship Card, Passport (Canadian), and Birth Certificate (Ontario).

It's likely that you'll need to apply for a Travel Document (Permanent Resident Abroad) in order to re-enter Canada. If you are outside Canada and you do not have any Canadian immigration document to demonstrate that you are a permanent resident of Canada, you may submit an Application for a Travel Document (Permanent Resident Abroad). You may apply for the Travel Document at a visa office outside Canada. The visa office will undertake an evaluation of the documentation submitted to confirm your identity and to establish whether you are a permanent resident of Canada. Hopefully, you still have a copy of your Confirmation of Permanent Residence.

Note that in the application guide, it states that "if your Permanent Resident card was lost or stolen, please provide a police report documenting the circumstances of the loss." If you have not already, you may want to report the loss of your documents to local New York police (don't call 911, visit a local police precinct to file your report).
You may need to complete a Solemn Declaration Concerning a Lost, Stolen, Destroyed or Never-Received Permanent Resident Card (PR Card). Find out more here:

Thanks guys for your reply , but I have work contract outside Canada til March 2004 , then I will be able to settle down . My question is if I got Travel Document and physically applied for my card ,then came back to finish my contract , is it possible I can apply again for Travel Doc. and get approval to re-enter Canada collect my cards and settle permanently on March 2004. Appreciate your advise .

As far as I know, you can apply for a Travel Document as often as necessary. There is, of course, never a guarantee that one will be issued, only a CIC representative can answer that for you. You will need to prove that you meet residency requirements, which appears not to be a problem in your case.
However, if you are reporting the loss of your PR Card and getting a new one issued to you, would you not simply be able to return using that Card?

Thanks Marco for your precious advice ,my worry is mainly related to the second Travel document application (assuming that I will get it the first time to go and apply for my cards ) . When I get notification from PRC to collect my card will this be helpful to reinforce my second Travel Document request to enter Canada collect my card and settle down for good .

Today I got an amazing call from the Canadian Embassy at Abu Dhabi telling me that my lost wallet has been found after 12 days from the day it was lost .. It was really unbelievable news , and I really like to thank the people who provide advice on this board as well as the Canadian Embassy and Air France staff and of course the greatest thanks and prayer to GOD .
